GREAT BAY--Minister of Education, Culture, Youth and Sport Melissa Gumbs says the Ministry will move forward in 2027 with a teacher performance appraisal system for St. Maarten’s public schools, replacing fragmented paper-based evaluations with a centralized digital process intended to improve consistency, accountability and professional development.

Gumbs outlined the initiative while responding to Members of Parliament during deliberations on the draft 2027 national budget. She said the system will be rolled out in the public schools with her full support as Minister of Education and will form part of the Ministry’s wider effort to improve teaching quality and student learning.

The Minister said the existing approach to teacher appraisals has been fragmented and largely paper-based. Under the proposed system, classroom observations, evaluation rubrics and walkthrough documentation would instead be incorporated into a centralized digital process.

The aim, according to Gumbs, is to make teacher evaluations more consistent and transparent while ensuring that they are better aligned with national teaching expectations, differentiated instruction and curriculum delivery.

She also stressed that the appraisal system is not intended to function simply as a mechanism for evaluating teachers. Information generated through the process is expected to be used to identify areas where teachers may require additional support, with targeted professional development and coaching plans developed based on the findings.

The emphasis, Gumbs said, will be on ongoing feedback and professional growth, with the broader objective of strengthening classroom instruction and improving student learning.

The teacher appraisal instrument is expected to move through piloting, evaluation and implementation as part of the Ministry’s 2027 education agenda. Gumbs also linked the initiative to the Ministry’s broader focus on educational quality and improved learning outcomes.

During her presentation, the Minister identified improving access to education and student development, improving learning outcomes and strengthening compliance with laws, regulations and policy frameworks as three strategic priorities for 2027. The teacher appraisal initiative falls within the effort to improve educational quality and classroom performance.

Gumbs said Government expects its 2027 education investments to strengthen foundational skills, improve classroom instruction and provide more effective support for students in literacy, numeracy and language proficiency. Better classroom practice, teacher professional development and curriculum review are among the areas the Ministry expects to contribute to improved education quality.

The Ministry is also developing broader monitoring mechanisms to assess progress in education, including student assessments and other performance data. Gumbs told Parliament that assessments scheduled during 2027 for Groups 3, 5 and 7 are expected to provide additional evidence of learning gaps and student performance.

The teacher appraisal system therefore forms one part of a wider attempt to move the public education system toward more structured evaluation of both teaching practices and student outcomes. For teachers, the Ministry’s stated approach is that evaluation should lead not only to assessment, but also to feedback, coaching and professional development intended to improve what happens inside the classroom.
