GREAT BAY--Minister of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) Patrice Gumbs Jr. says Government is considering paid parking, multi-level parking facilities and public-private partnerships as part of efforts to address increasing parking pressure in commercial areas, particularly Philipsburg and Simpson Bay.

Gumbs addressed the issue during the continuation of the 2027 budget debate in the Central Committee of Parliament, where parking availability was raised in the context of continued development and the increasing number of vehicles using the country’s main commercial centres.

The Minister said VROMI continues to apply and enforce the country’s established parking requirements when assessing new development applications and proposed modifications to existing buildings. Parking requirements are considered as part of the development approval process, although provisions have historically been more lenient in some areas, including Philipsburg.

Gumbs said additional parking capacity could be developed through private initiatives as well as public-private partnerships. At least one private parking initiative is currently going through the permit review process, while Government continues to assess additional opportunities.

He said increasing development has resulted in greater demand for parking, making it necessary to examine new facilities and different approaches to managing the limited spaces available in heavily commercialized areas.

Paid parking is one of the options under consideration. Gumbs indicated that a tiered pricing system could be introduced, particularly in Philipsburg and Simpson Bay, with parking rates varying based on location. Under such a concept, spaces closer to the commercial centre could carry higher rates, while parking farther away could be offered at lower rates.

The approach would be intended to better manage available spaces while encouraging motorists who plan to remain parked for longer periods to use locations farther from the busiest commercial areas.

Multi-level parking facilities are also being considered as a way to increase capacity without requiring large amounts of additional land. Gumbs said these facilities could be pursued through public-private partnerships, but the eventual cost and feasibility would have to be determined through the business case developed for each project.

The Minister did not announce a final location, construction schedule or parking rate, indicating that the various concepts remain under assessment and discussion.

Gumbs also clarified that images of a proposed parking development that had circulated publicly were not issued by Government. He indicated that the images were AI-generated renderings published by the media and should not be interpreted as an approved Government design or confirmation that a specific development had been finalized.

The Minister’s comments indicate that VROMI is looking at parking as part of the wider development challenges facing Philipsburg and Simpson Bay, where commercial activity, development and vehicle traffic continue to place pressure on limited available space.
