PHILIPSBURG:-- On Thursday, December 22, 2016, a pedestrian was struck by a scooter while attempting to cross the road. The incident happened at approximately 08.00 am on the Welfare road. The pedestrian and the scooter rider were both treated by paramedics on the scene. The scooter rider complained of pain in his hip and lower extremities. The pedestrian suffered a broken leg. Both were transported to the medical center for further treatment. It was determined from eyewitness accounts and an investigation conducted at the scene by the traffic department that the pedestrian was at negligent in resulting in the accident. After treatment, the scooter rider was released from the hospital while the pedestrian stayed for further observation.
