GREAT BAY--Minister of Finance Marinka Gumbs says debate on St. Maarten’s 2027 budget is tentatively expected to begin in Parliament on September 28, marking an earlier start to the budget process than the country experienced with the 2026 budget.
Speaking during an interview on Laser 101’s Super Duppa Morning Show, Gumbs said the September 28 date remains tentative, but indicated that preparations are moving toward the start of parliamentary debate.
The budget debate is expected to begin first in a Central Committee meeting of Parliament, where Members of Parliament will question the Minister and examine the proposed budget in detail. Following that stage, the budget will move to a Public Meeting of Parliament for further debate and eventual decision-making.
“I go to Parliament on the 28th. This is a tentative deadline right now,” Gumbs said, later confirming September 28 as the date presently being targeted. She added that the intention is to begin discussion and debate on what the 2027 budget has to offer the people of St. Maarten.
The Finance Minister described the timely preparation of the 2027 budget as an important improvement following the late handling of the 2026 budget. Gumbs acknowledged during the interview that the 2026 budget was submitted very late and said she had accepted responsibility for that delay.
She credited the Secretary Generals, her own Secretary General, Cabinet staff and others involved in the preparation of the 2027 budget for helping Government reach the current stage.
One of the major areas receiving attention in the 2027 budget is education. Gumbs said approximately Cg. 133 million is being directed toward the Ministry of Education, which she described as one of the central areas of focus for the coming year.
She linked that investment to the wider need to strengthen capacity across Government, noting that ministries continue to face shortages in key personnel. Justice, health and labour were also identified among the areas requiring continued strengthening, with Gumbs noting that Justice represents another significant priority because of concerns surrounding crime and institutional capacity.
On Government revenue, Gumbs said the administration is placing greater emphasis on compliance and on identifying additional revenue opportunities rather than moving immediately toward higher taxes.
“I am not a proponent of increasing taxes right now,” she said, pointing to the financial pressures already being experienced by residents. She said ministries should instead examine fees, fines and other available revenue streams while improving compliance.
Gumbs also reiterated that the proposed tourist levy remains under consideration but has not been included as a revenue item in the 2027 budget because the necessary legislation has not yet been completed. She said she would rather add new revenue measures once the legal framework is in place than include them prematurely and risk having to make budget cuts later.
The 2027 budget will now move into its parliamentary phase, with September 28 presently identified as the tentative date for the Central Committee debate to begin, ahead of the subsequent Public Meeting of Parliament.
