SPECIAL FEATURE: Potential Tropical Cyclone #15 developed into Tropical Storm Lisa at 11:00am with maximum sustained winds of 40mph. Although Lisa is expected to further strengthen as it moves generally west towards Central America, it poses no threat to St. Maarten.
