PHILIPSBURG--United People’s party (UP) Member of Parliament (MP) Francisco Lacroes plans to table a motion calling for stricter controls on the sale and release of scooters, as part of two motions he said he will present during the budget debate.
Speaking on the second day of debate on the draft 2026 budget on Friday, Lacroes said scooters arriving through the port should only be released if they are insured to a licensed driver and have a number plate ready.
Lacroes said the proposal is one of two motions he plans to present, along with one budget amendment. The MP said the issue of controlling scooter sales is not new and that he had raised it previously. “It is not new I mentioned it before, our young men are saying it is the responsibility of government it is responsibility of this parliament to curb that.”
Under the proposal he outlined, scooters arriving through the port would have to meet the insurance and registration requirements before being released.
“Any scooter that comes in via the port should only be released if its insured to a licensed driver and number plate is ready to go,” he said.
Lacroes said the same principle should apply to other vehicles, pointing out that a vehicle cannot be driven away from a dealership without insurance and a number plate. “The same thing with vehicles you can’t buy a vehicle and drive off the lot if you don’t have insurance and a number plate.”
He also said he believes a discussion on the matter could be held with the French side.
