Land was also at the heart of the concerns of the Interministerial Committee for Overseas Territories (CIOM), which unveiled the 72 government measures, including 10 specific to the territory of Saint-Martin. Continuation and end of said measures.

The West Indies are confronted with an exceptional land disorder which prevents the occupants of land from being recognized with a legitimate title of ownership, in particular because of problems of joint possession. In order to restore this right of ownership, the duration of application of the law of December 27, 2018, which facilitates exits from joint ownership, will be extended until December 31, 2038 with a simplified procedure. In order to restore property rights and take into account the reality of individual situations, the limitation period for becoming an owner in Saint-Martin will be reduced from 30 years to 10 years until 2038 to accelerate the reduction of land disorder, while guaranteeing remedies for litigants.

In Saint-Martin, a Public Interest Group (GIP) integrating all land skills will be created in order to help occupants without titles to obtain a title deed, subject to the prior compliance of the cadastres.

In order to guarantee access to drinking water and standard wastewater treatment for all, the DOM water plan will be revised and reinforced within 6 months. It will integrate the new measures of the Water Plan, announced on March 30, 2023, in particular the increase in the resources of the French Office for Biodiversity (OFB) to the tune of €35 million per year.

To shelter populations exposed to climate change, the 50 Geometric Steps Agencies will have access to the Barnier Fund, which aims to subsidize prevention and protection measures for people and property exposed to major natural risks. For the CIOM, it is necessary, in the West Indies, to speed up the sheltering and rehousing of all the populations vulnerable to natural risks in the band of 50 geometric paces. Finally, a partnership agreement between the Communities of Saint-Martin and Saint-Pierre-et-Miquelon for enhanced dialogue with the Conservatoire du Littoral will be drawn up with each of these two territories. To ensure the application of CIOM measures, a monitoring committee will meet regularly. _Vx
