MARIGOT: This Tuesday, September 13, 2022 marked the inauguration of the new offices of the Economic, Social and Cultural Council (CESC) of Saint-Martin, which are now located in a traditional Saint-Martin house at 21 Rue de Hollande in Marigot. Julien Gumbs, President of the CESC, welcomed the officials and the press to mark the event.

Many officials were present to attend the inauguration of the institution’s new premises, including Vincent Berton, Delegate Prefect of the Northern Islands, accompanied by Fabien Sésé, Secretary General of the Prefecture, Harry Christophe, Vice-Rector of Saint-Barthélemy and Saint-Martin, Dominique Louisy, 3rd vice-president of the Collectivité representing Louis Mussington, Valérie Damaseau, president of the Tourist Office as well as its president Aïda Weinum, several territorial councillors as well as Georges Gumbs who was the first president of the CESC from 2007 to 2019 to whom Julien Gumbs, current president of the CESC, paid tribute by presenting him with a commemorative plaque. Julien Gumbs took the floor in front of the assembly gathered in the CESC lobby to salute the existence and importance of an organization such as CESC.

Created on December 18, 2007 in application of the organic law of February 21, 2007, the CESC is the only public “institution” whose role is to advise and support the Collectivity of Saint-Martin in all objectivity. The CESC may therefore be asked by the Territorial Assembly of Sint Maarten or the Executive Council for advice and studies on any project of the Territorial Collectivity of an economic, social and cultural nature. In accordance with the Organic Law, it may, on its own initiative, issue opinions on any economic and social issue of interest to the cultural future of Sint Maarten.

The opinions and studies rendered by the civil society represented are essential for the free exercise of democracy in Sint Maarten. The CESC is made up of a president with Julien Gumbs, two vice-presidents in the culture, social and youth section with Ida Zin-Ka-Ieu and Michel Vogel, two other vice-presidents in the economy, employment and training section with Pierre Aliotti and Claude Arnell, as well as 24 members sharing six commissions by groups of four whose themes take up the three axes that define the CESC, namely the economy, social and culture.

The space at 21 rue de Hollande is large and has rooms in the basement that the CESC makes available to associations that need them. On the questions of the CESC’s priorities, Pierre Aliotti confided to the press the urgency of developing public transport, to serve all the districts and relieve traffic congestion other than by multiplying the roads. Aware of the added value that such a council brings, Mr. Vincent Berton, the prefect, had already met the CESC team by visiting their offices on May 5. During his speech at the inauguration, he did not fail to recall the essential roles played by the Economic, Social and Cultural Council of Saint-Martin, namely representation, expertise and the fact of enlightening the future.
