GREAT BAY--Minister of Justice Nathalie Tackling has issued an update to the public detailing a series of safety and public order measures now in effect through ministerial decrees. The measures were activated by the Police Force of St. Maarten in close collaboration with the Ministry of Justice to improve security and maintain order during one of the busiest times of the year.
“These actions are necessary to protect both residents and visitors,” Minister Tackling stated. “It is important that I update the public on safety measures that are already in effect.”
Temporary restriction on scooters and motorcycles in Front Street and Back Street
The first measure prohibits the use of scooters and motorcycles in Frontstreet and Backstreet from Monday through Saturday, between 8:00 AM and 6:30 PM. This restriction also applies on public holidays and during late night shopping events for the duration of extended hours.
The measure was introduced in response to an increase in the use of scooters and motorcycles as fast escape vehicles during violent robberies, particularly targeting Philipsburg businesses. These incidents have heightened risks to public safety and challenged effective police intervention.
To further support enforcement, Front Street at the Voges Street intersection will be closed to westbound traffic for all vehicles during the controlled hours. Clear signage will be placed at all relevant access points so that motorists can comply with the rules safely.
Residents living in the affected areas are encouraged to plan accordingly, as access may be restricted during these designated hours.
Targeted action against aggressive, unlicensed solicitation at key visitor locations
The second measure addresses repeated complaints from the tourism sector, port authorities and visitors regarding individuals aggressively approaching tourists to sell services without a permit. These behaviors have been noted at several high traffic arrival points and have negatively affected public order and the country’s reputation.
From December 1, 2025 through April 30, 2026, it is strictly prohibited to loiter with the intention of offering or selling goods or services without a permit at:
- the entrance of the Dr. A.C. Wathey Cruise Facility
- the cargo facilities on the Juancho Yrausquin Boulevard
- access points to Captain Hodge Wharf on the Boardwalk
- access points to Walter Plantz Wharf on the Boardwalk
This applies to unlicensed vehicle rentals, tours, excursions, braiding, massages and similar services when offered without authorization or in a manner that pressures or intimidates visitors.
Continued enforcement throughout the season
Increased officer presence will continue in Philipsburg to help manage nightlife and visitor activity. Parking enforcement also remains active. Vehicles parked in prohibited zones, particularly in the capital, may be subject to towing.
“These measures are not meant to punish lawful business,” Minister Tackling emphasized. “They are intended to protect public safety, support effective policing, and ensure that Philipsburg remains a place where residents can work safely and where our visitors feel welcome from the moment they arrive.”
Minister Tackling called for full cooperation from the community: “I ask everyone for their understanding. Please respect the restrictions, follow the signage and, more importantly, listen to the instructions of officers on the ground.”
The Ministry of Justice will continue monitoring conditions throughout the season and will adjust measures as needed to safeguard public order and support the safe flow of tourism and commerce in Philipsburg.
All measures are in place until further notice.
