Composed of the director, a lawyer and two administrative agents, the agency is intended to advise the people of Saint-Martin in their land-related procedures (50 geometric steps – family land management, etc.). This body is also responsible for acquiring, developing and making available land in the medium to long term to facilitate public development and housing policies.

Since Hurricane Irma in 2017, the need to structure this sector has become greater, with an increased need for urban reconstruction and restructuring.

President Mussington oversaw creation of the agency in 2025 and underlined this significant step forward under his mandate, in the general interest of the inhabitants of Saint-Martin.
